Because skilled workers in the construction industry often work at a variety of sites, it is difficult for their skills to be uniformly evaluated, and it is also difficult for their roles and experience, such as site management and mentoring, to be reflected in their compensation.
For this reason, a construction career advancement system will be launched in the fall of 2019 that will accumulate qualifications held and employment records, along with social insurance participation status, etc., in the system, with the aim of improving the treatment of technicians.
The government has set out a policy that aims to register approximately 1 million skilled workers within the first year of operation, and approximately 3.3 million skilled workers within five years of operation.
Registration is not compulsory at the moment, but the goal is to target all technicians engaged in construction work, and in the future there may be disadvantages such as not being able to enter the construction site unless you are registered with the "Construction Career Advancement System."

In addition, in consideration of the hassle associated with registration for businesses and technicians, a system has been created in which businesses can apply on their behalf to their superior contractors, and technicians can apply on their behalf to the business that employs them.
